Mr. Aguirre joined the NATO Office of Resources (NOR) as its Director on 1 August 2014. The NOR supports political level negotiation on resource policy and makes recommendations to decision-makers on the efficient use of resources to achieve NATO Objectives. The NOR advises and supports the NATO resource committees, other NATO HQ divisions, and NATO bodies on the planning and allocation of military common funding for the command structure, operations and missions, and strategic capabilities. As Director NOR, Mr. Aguirre is responsible to the Secretary General for the leadership and direction of the NOR and advises the Secretary General on resource matters.

 Mr. Aguirre began his career in 1992 as a Budget Analyst with the US Defense Logistics Agency (DLA) in Alexandria Virginia.  In 1994 he was appointed Budget Officer of the Agency’s European HQ, in Wiesbaden Germany, where he supported US and NATO operations in the former Yugoslavia.  When DLA decided to establish a European Shared Services Center in 1996, Mr. Aguirre stood up the center and led it as Director for its first three years.  In 2000, Mr. Aguirre transferred to the US Department of Commerce in Washington DC, to become the Director of Corporate Planning & Budget Officer of the $1.2B customer-funded Patent and Trademark Office.  In 2002, he was recruited by the US Department of Health and Human Services to lead major reforms as the Business Manager of the Program Support Center, a customer-funded entity providing 30 categories of administrative service to the Department’s 65,000 staff.  After one year at the Center, during which he led a number of business process reengineering efforts and implemented a new automated billing system, Mr. Aguirre was appointed to the US Federal Government’s highest career level, the Senior Executive Service, and was made Director of Administrative Operations.  Mr. Aguirre transferred to the US Mission to NATO in Brussels, Belgium in 2006 and until 2013 served as US Representative on NATO budget, finance, reform, agencies, and general management issues.  He served on the Budget Committee, including as Dean from 2010-2013, as well as on several other resource and reform related committees.  From 2013 to 2014, Mr. Aguirre was a Deputy Director of the Department of Management and Finance at the Organization for Security and Co-operation in Europe (OSCE), in Vienna Austria, responsible for Mission Support Services, including deployment of monitors to the Ukraine.

Mr. Aguirre holds a Master of Public Administration from Troy State University, a Masters in Business from the University of Maryland European Division, a Bachelors in Finance from Frostburg State University, and an Associate’s Degree from the University of Maryland – Munich Germany Campus.  He is a graduate of the Senior Executive Fellows program at Harvard’s Kennedy School of Government, the Professional Military Comptroller’s School at US Air Force University, and a number of professional training.  Mr. Aguirre taught graduate and undergraduate classes in management and organizational behavior at the University of Phoenix - Online and was awarded the Certified Government Financial Manager (CGFM) designation by the Association of Government Accountants.  He speaks English, German, and French.
