Dr. Ruud W. Busker (1958; Rotterdam, The Netherlands) graduated in Pharmacy at Leyden University (1984) were he obtained his PhD in 1989. In 1992 he became a registered Toxicologist. As off 1988 he has been working for TNO on toxicology and pharmacology of nerve agent poisoning, on several NL Ministry of Defense (MoD) assignments. He ran a number of security research projects for the NL Ministry of the Interior on riot control agents (tear gas, pepper spray). In 2000 he became head of the Detection, Identification & Analytical Chemistry department at TNO. In 2005 he was appointed as Manager Research of the business unit Chemical & Biological Protection (100 scientists and technicians), being responsible for TNO’s Chemical, Biological, Radiological/Nuclear (CBRN) research. He was program manager of two 18/12 M€ NL MoD research programs on passive CBRN defense (2006-2013). He currently is manager of the 2014-20173 program of 12 M€.


In 2008 he became rapporteur and in 2009 leader of the CBRN working group within in the European Security Research and Innovation Forum (ESRIF). In 2010 he was appointed as member of the EU Security Advisory Group. He has worked in a number of EU projects on CBRN protection such as IMPACT (leader on chemical detection), Airsecure, DECOTESSC, PRACTICE, SLAM and SPIRIT. As of 2010 he is governmental expert of the NL delegation within the EDA CapTech ESM04 on CBRN. He is the NL representative in a number of international CBRN R&D collaborative groups such as the trilateral collaboration between UK/NO/NL and between CAN/SWE/NL. He is leader of one of the NL CBRN identification teams. He (co)-authored 32 publications and 50 reports on toxicology and/or CBRN protection. He holds an IPMA-C degree. He is member NLD MoD CBRN R&D network and of the MoD CBRN Tactical Level Group.
