Thomas Franz MGen. Thomas Franz

Deputy Chief of Staff; CIS and Cyber Defence, SHAPE


Major General Thomas Franz joined the German Air Force in 1974 and started his career in an Air Force Signal Regiment. He completed his officer training and studies in economics and organisation science and graduated from the Bundeswehr University in Hamburg. Following his training as a communication officer, he gained experience as a platoon commander and company commander in various CIS assignments.

After training as an analyst and programmer, he was appointed Section Chief in a multinational programming centre.  From 1988 to 1990 he took part in the German Air Force General Staff Officers’ Course (33rd), followed by assignments as a Planning Staff Officer at the Armed Forces Staff College and Assistant Chief of Staff A6 of an Air Force Division.

Posted to the Ministry of Defence in 1993, he worked in the Armed Forces Staff (Plans and Concepts) and as the Military Assistant to the Deputy Chief of Defence of the German Armed Forces.

Assignments as Deputy Commander and Director Training of an Air Force Technical School followed in 1998 and in 2000 he was appointed Commander of the NATO Programming Centre.  From 2002 to 2004 he became responsible for establishing the Concepts Division of the IT Office in the Bundeswehr.

He returned to the MOD, Armed Forces Staff, first as Branch Chief Plans and Budget for the Joint Support Service and later as Deputy Chief of the Armed Forces Planning Division.

In February 2008 he became Head of the CIS Division in the Joint Support Command, responsible for the Armed Forces CIS with focus on operations and was promoted to Brigadier General in September 2008.

Upon appointment as the Commander of the NATO CIS Group on 29 June 2012, he was promoted to Major General.

On 20 August 2012 he took over, in addition, the responsibility as DCOS CCD at SHAPE.

Major General Franz is married to Dagmar Euen-Franz and has two daughters.
